Registration of Motor Vehicles
Documents Required for the registration of a new motor vehicle
- Application form (MTA 2) for the registration of a motor vehicle.
- 2 copies of the owner's photograph (size 3.5*2.5 cm) should be endorsed overleaf by grama sevaka or importer. If the owner personally produces the application, the photograph could be emdoresed by the supervicing officer of the relavant section on production of his identity card.
- Photo copy of the owner's identity card/driving license/passport.
- Custom clearance document.
- Original payment receipt of custom duty.
- In respect of a brand new vehicle, the relavant invoice.
- Regarding a used vehicle, the foreign registration certificate, (with the english translation).
- (a)If the vehicle is imported under an import license, such import licence.
- (b) For the registration of an absolute ownership with the new registration the form MTA 3 form.
- (c)In the case of a vehicle bought at an auction by customer or armed forces, the letter issued by the relavant authority, and the payment receipt.
- Certificate of inspection (CMT 75) issued by an examiner of motor vehicles.
- (In case motor cycles,instead of the weight certificate, the chassis and engine numbers are examined and certified by an examiner of motor vehicles.)
- Application for Registration of Motor Vehicle (Not Already Registered In Sri Lanka)
Obtaining a New Driving License
For Light Vehicles
- MTA 30/2 (OFFLINE) Application DMT/30 Application.
- Birth certificate with a clear copy.
- The national identity card or a valid passport with a clear copy.
- To extend the validity period of an existing driving license with a clear copy should be produced.
- If there are any alteration between the names of the birth certificate and the national identity card/passport, duly prepared affidavit should be produced.
- Five black and white photographs (3.5cm* 4.5cm size) in a whites background with dark top.(if you wear spectacles,avoid of using them when taking the photos.)
- Applying and appearing for written examination to obtain light vehicle driving license are possible at the age 17 and after completing the age of 18 it is possible to appear for the practical test.
For Heavy Vehicles
- When applying for heavy vehicles, it is possible to apply after two years of driving vehicles other than motor bicycle and light land vehicles and from obtaining the driving license. The certificate of proficiency taken from a “A or B” grade driving school should be submitted within three months after passing the weitten test.
- Medical certificate obtained from the National Transport Medical Institute
- Appearing for written examination to obtain heavy vehicle driving license are possible at the age of 20 and after completing the age of 21 it is possible to appear for the practical test.
Application for Driving License
Renewal of Old License, Obtaining A Duplicate of the Old License and Converting the Old Driving License to a New Smart Card Driving License
- National identity card/valid passport and a clear photocopy.
- Birth certificate with a clear copy.
- Driving license and a photocopy
- Medical certificate obtained from the national transport medical institute
- 04 passport size black and white photographs (if you wear spectacles, avoid them in photograph)
- Only if you have all these documents with you, join the queue and get the MTA 30/2 (offline) application.
- Application for Renewal of Old License
If the driving license is misplaced..........
- Bring the national identity card/valid passport
- Bring the police report and the yellow payment receipt issued for that
- Visit to the office and fill the relevant form to obtainthe information for the driving license
If the driving license is not clear..........
- Visit to the office and fill the relevant form to obtain the information for the driving license
In these are any changes of..........
- The name in the driving license an affidavit should be produced.
- The address, a grama niladari certificate should be produced.
Charges..........
- Renewal of driving license (extension of validity) = Rs.1700.00
- Penalty for delay of one year or less after the expiry date of renewal = Rs. 250.00
- Amendment charges = Rs. 300.00
- To get smart card driving license replacing the old driving license = Rs.1700.00
Renewal of a smart driving lisence/obtaining a duplicate smart driving lisence/amending driving license ..........
- If a new smart card driving license is misplaced, you should present with the details of the driving license which are collection from monaragala or from an office facilities.
Normal Transfer of Vehicle
Documents Required for Normal Transfer fo Vehicle
- B1 form of MTA and C form of MTA 8 form should be duly filled.
- Book of the vehicle.
- Copy of the valid revenue license.
- Copies of national identity card/driving license/passport.(new owner and old owner)
- O2 photographs (certification from grama niladari or justice of the pease is mandatory.)
- If the old title is to be amended, the relevant letter
- If the address is amended, certificate from the grama niladhari
Transferring Government Bicycles

- Request Letter
- Service letter
- Certified copy of the payment receipt
- A copy of the national identity card
- A copy of the valid revenue license
- Book of the vehicle (CR)
Obtaining Number Plates
Documents Required for Obtaining Number Plates
- The registered owner of the vehicle can obtain the number plates by verifying the identity along with the vehicle registration certificate (CR) and its photocopy.
- If the owner of the vehicle is unable to attend, a letter should be produced including the preference of receiving the number plates withthe certification of Grama Niladhari.
- If the absolute title or mortage is registered, a certified copy of the vehicle registration certificate (CR) issued by that institution should be produced.
- In case of changing the provinces, the old pair of number plates and the sticker should be produced to obtain the new number plates after the vehicle transfer.
- If the old number plates or stickers are misplaced, a copy of the police complaint regarding that misplacement and the payment receipt of police complaint should be produced.
- After receiving the number plates, the sticker affixed to the back side of the number plate should be removed and fixed on the upper left corner of the windscreen.

- A copy of the Registration Certificate (if an ansolute ownership/ a mortage has been registered, a certified copy of the registration certificate from the relevant institution and a letter of no objections for issuing the number plates)
- A copy of the complaint lodged with the police on the loss of the number plate/ revenue license
- A copy of revenue license
- National identity card/Driving license/ Pass port
Attention of Weight Certificates
when,
- The cylinder capacity is not mentioned in the registration certificate,
- The body of the vehicle is modified (Registration of the rear part).
- A new engine was fixed to the vehicle,
- A letter was issued by the Head of the Department due to a misplacement of certificate of registration, a weight certification is required.
- Government charges for weight certification is Rs.500/=.
- The vehicles brough for obtaining weight certificate should possess good running conditions in accordance with the construction orders.
- Area with chassis number and engine number should be cleaned and clearly visible.
